Preparation for admission on the basis of complete general secondary education

A list of competitive subjects, creative credits and creative competitions for admission to a specific higher education institution (HEI), as well as a list of competitive offers can be found in the Admission Regulations of this HEA. For entrants on the basis of complete general secondary education, for places of state and regional order, the general list of competitive subjects, in particular, creative offsets and creative competitions is in Annex 4.

Applicants who submit applications electronically register their personale-mail on the site: https://ez.osvitavsim.org.ua/ (works during the introductory campaign). During registration, the entrant states the following information:

  • the email address to which it has access (the email address provided will be your login);

  • cabinet password;

  • number, pin code and year of receipt of the external independent evaluation certificate;

  • the series and document number of the complete secondary education;

  • the average score of the application to the specified document.

How the average grade is calculated is defined in the Electronic Submission and Review Procedure https://zakon.rada.gov.ua/laws/show/z1457-18#n4. Yes, it is calculated on a 12-point scale with a rounding up to tenths of a score and is calculated as the arithmetic mean of all the scores in the appendix to the rating certificate (invariant part, variable part, state final rating). At the same time, the subjects for which the record has been released and the electives are not counted in the total.
In the case of multiple certificates of EIT, one of them for the choice of the entrant is indicated.

 

When submitting the application in paper form, the entrant submits personally the originals:

  • identification document;

  • a military accounting document for the military (except as required by law);

  • the document of the state sample on the previously obtained educational degree (educational-qualification level), on the basis of which the entry is made, and the supplement thereto;
  • documents confirming the applicant’s right to enroll in the interview, to participate in the competition on the results of entrance examinations and / or quota-1, quota-2, quota-3 or quota-4 on the basis of complete general secondary education.

The applicant shall attach the following documents to the paper submission:

  • a copy of the document (one of the documents) certifying the person envisaged Law “On the Unified State Demographic Register and the documents proving the citizenship of Ukraine, certifying the person or his special status ”;

  • a copy of the military registration document – for the military (except as required by law)

  • a copy of the document of the state sample on the previously obtained educational (qualification) level, on the basis of which the entry is made, and a copy of the annex thereto;

  • a copy of the certificate (s) of the external independent evaluation;

  • four 3 x 4 cm color photos.

The list of documents required for admission, in particular additional ones, if caused by the specifics of admission to a particular specialty or competitive offer, shall be set out in the Admission Regulations.
Entrants who take part in creative competitions are allowed to participate if they have an original ID card and a photo ID card.
Other copies of the documents are submitted by the entrant, if this is caused by the special conditions of entry for the relevant competitive bids, established by law, within the time limits specified for the receipt of the documents.

The 2019 Admission Conditions do not provide for entry to complete a comprehensive general medical education certificate. However, in their Admission Rules, the HEI sets out the list of documents (including additional documents) required for entry, if this is caused by the particularities of entry to a particular specialty or competitive offer. Therefore, the need to submit a certificate should be specified in the selection committee of the selected university.

2021 accepts the 2019, 2020 and 2021 EIT certificates, in addition to grades in English, French, German and Spanish. English, French, German and Spanish grades are only accepted from the 2019 and 2020 certificates.

You should apply with a written statement to the educational institution, and in case of problems, to the governing body or founder of the educational institution.

To enter the first year of the bachelor’s degree program based on the complete general secondary education in full-time education:

  • Registration of electronic cabinets, downloading of necessary documents begins on July 1;

  • medical examinations and other pre-competitive procedures, if caused by special conditions of competitive selection, are held before July 9;

  • admission of applications and documents starts on July 10 (except for higher military educational establishments, military educational units of HEI); at 6 pm on July 22 – for persons who enter on the basis of certificates of EIT or creative competitions;

  • creative competitions are held in several sessions from 1 to 10 July (July 12 for the specialty 025 “Musical Arts”) (for entrants to the places of state and regional orders according to the schedule agreed by the Ministry of Education: https://mon.gov.ua/ua/osvita/visha-osvita/vstupna-kampaniya-2019/tvorchi-konkursi). From July 11 to July 22 additional sessions of creative competitions for contract entrants may be held;

  • entrance examinations are held from July 17 to July 22 inclusive;

  • interviews are held from July 17 to July 19 inclusive.

Admission to the first course is based on the same general terms on the basis of complete general secondary education in other (except full-time) forms of education under state or regional orders, as well as at the expense of targeted preferential state credits.

 

The deadline for accepting applications and documents, competitive selection and enrollment for training at the expense of individuals and / or legal entities shall be determined by the Rules of Admission. At the same time, the receipt of documents begins no earlier than July 10, the duration of the receipt of documents is no more than 30 days, the enrollment is made no later than 15 days after the receipt of applications and documents during which competitive selection is conducted.

Education at the expense of the state budget

The specific number of places allocated by the state for one or another specialty is determined annually by the corresponding resolution of the CabMin – it is mostly approved on the eve of the inaugural campaign.
The maximum amount of budget places for the specialty within the university (with possible splitting into competitive bids) is published on the official sites of the HEI. The total number of places for closed bids is also published on the HEI sites.
Please also note that for specialties included in the list of specialties that receive special support (appendix 2 to Admission conditions) higher may set a minimum qualification of the state order – the minimum number of entrants who have obtained the right to study at the places of the state contract, at which the set for the corresponding competitive offer will be opened.

The passing score is determined annually by the results of the competition, so it will be known after the announcement of its results. However, entrants may review the passing scores of years past to evaluate their chances of entering a particular specialty. This information can be obtained from the link: https://vstup2018.edbo.gov.ua/.

Citizens of Ukraine have the right to obtain higher education free of charge in state and municipal HEIs, if they receive a certain degree of higher education for the first time at the expense of the state or local budget. Also, citizens of Ukraine have the right to receive free of charge higher education in the second specialty in state and communal higher education institutions at the same level as the first, if:

  • for reasons of health, they have lost the ability to perform their duties or duties on the previously obtained qualification, as confirmed by the conclusions of the medical and social expert commission, and in other cases provided for by law;

  • if they have a training referral issued by a state (regional) customer in accordance with the law.

Yes, you can study in several specialties (fields of study, specializations, educational programs) and forms of study in one or different higher education institutions, provided that only one of them is under state (regional) order or through targeted preferential state credits.

Thus, provided that the state or local budget is reimbursed for the funds spent for the training of specialists, in accordance with the Procedure for reimbursement of the state or local budget spent for the training of specialists, approved by the Cabinet of Ministers of Ukraine of August 26, 2015 №658: https://zakon.rada.gov.ua/laws/show/658-2015-%D0%BF.

Higher education for such entrants at the expense of the state budget is carried out within the limits set by the Cabinet of Ministers of Ukraine. However, in order to study at the state budget, such entrants must have the results of an external independent evaluation.

Submission of applications

Applicants for a bachelor’s degree based on complete general secondary education apply electronically (except for individual situations – see answer to question 15).

 

To submit e-applications, you must fill out an online form online at: https://ez.osvitavsim.org.ua/ (This feature will be open from July 1, 2019) As a result, a personal e-mail account will be created. Through it, on July 10, 2019, the opportunity to apply for higher education will be opened. Entries are submitted in paper form:

  • for the exercise of the right to enter for an interview, on the results of entrance examinations in competitive subjects in HEI and / or quota-1, quota-2, quota for foreigners;

  • to exercise the right to retake education for a budget free of charge;

  • to exercise the right of priority enrollment;

  • in case of discrepancies in the data of the enrollees in the Unified database (surname, name, patronymic, date of birth, gender, citizenship, etc.) and in the document on the complete secondary education and in the certificate of EIT;

  • in case of presentation of foreign education document;

  • in case of application by foreigners and stateless persons permanently residing in Ukraine;

  • in the case of submission of a document on complete secondary education issued before the introduction of photopolymer technologies for their production;

  • in the case of submission of the application after the termination of the e-cabinets, if the entrant has not registered the e-cabinet before;

  • to exercise the right to accrue additional points for the winners and winners of the European and World Championships, the World Gymnasium, the winners of the championships of Ukraine (Olympic sports) during entry to study in the specialties “Secondary Education (Physical Education)” and “Physical Education” ;

  • in case it is impossible to register an electronic office or to submit an application in electronic form for other reasons, which is confirmed by the certificate of the admissions commission of the HEI.

Entrants can submit up to 7 applications for state and regional procurement in closed (fixed) and open competitive bids. The number of applications for contract training is not limited.

Entrants may submit applications from no more than 4 specialties to places of national and regional order. The number of applications for the specialty contracted training, as well as the number of universities where you can apply for these applications is not limited.

Competition and passing score

Competition Score is a comprehensive assessment of the applicant’s achievements, which is calculated on the basis of entrance examinations and other indicators with an accuracy of 0.001 in accordance with the Conditions of admission to the HEI and the Admission Rules to a specific university.

where П1, П2 are external independent assessment marks or entrance examinations for the first and second subjects; П3 – assessment of external independent evaluation, entrance examination in a third subject or creative competition; A – the average grade of the document about the complete secondary education, translated into a scale from 100 to 200 points according to the table of transfer of the average score of the document about the complete secondary education, calculated on a 12-point scale, to a scale of 100-200(Annex 5), ОУ – score for successful completion of the year of entry of preparatory courses of higher education institution for admission to it on a scale of 100 to 200 points upon admission to the specialty (specializations), indicated in the List of specialties that are given special support(Annex 2). Negative weights K1, K2, K3, K4, K5 are set by higher education institutions with an accuracy of 0,01: К1, К2, К3 are set at not less than 0.2 each; in the case of a creative competition K3 should not exceed 0.25 (0.5 – for the specialties of the field of knowledge 02 “Culture and art” and specialty 191 “Architecture and urban planning”); K4 may not exceed 0.1; K5 may not exceed 0.05. The sum of the coefficients K1, K2, K3, K4, K5 must be 1 for each competitive bid.

Each institution of higher education may set a minimum pass mark in its Admission Rules for a particular competitive offer. However, for all entrants in the specialty 221 “Dentistry”, 222 “Medicine” and 228 “Pediatrics” The admission conditions in 2019 set a minimum score of 150 from the second and third competitive subjects.
Also for all entrants in the specialty of the fields of knowledge 08 “Law”, 28 “Public Administration”, 29 “International Relations” and the magistracy of specialty 226 “Pharmacy, Industrial Pharmacy” set a minimum COMPETITION BALL (comprehensive entry score) 130.

Creative competitions and tests

Creative credit is a form of pre-competition selection to test the creative abilities of an entrant. It can be established by higher education in certain specialties (see Annex 4 of the 2019 Admission Conditions) to allow the entrant to continue to participate in the competition. Creative credit does not affect the entry score of the entry, but is a form of additional check for the abilities that are required for training in certain specialties.

The creative credit (for entry to the places of state and regional order) can be conducted for all specialties of branch 01 “Education / Pedagogics” and specialty 022 “Design” (except the specializations for which the creative competition is provided).

Creative credits are held from February 1 until the day of receipt of the documents for the respective tender.

Yes, however, according to the decision of the admissions committee, the results of the creative competition obtained in another HEI may be accepted.

This year, creative competitions will be held from 1 to 10 July (until July 12 for entrants to the specialty “Musical Arts”). Each university will hold such competitions in two or more streams so that entrants have more opportunities to enter if the dates of these tests coincide. For those entering the contract, seniors can hold additional streams of creative competition from July 11 to July 22.

Importantly! Registration and participation in a creative competition is not a fact of applying to a university. You do not have the right to request the results of an EIT when registering and writing creative contests.

Received a refusal to register for participation in the EIT due to the inability to create special conditions

Such entrants may enter higher education institutions in the 2019 and / or 2017, 2018 (in any combination of their choice) exams. Documents in this case shall be submitted in paper form.

Could not make the EIT due to the presence of the disease or pathological condition

Such entrants may enroll in higher education institutions based on the entrance examinations of 2019 and / or the results of the EIT 2017, 2018 (in any combination of their choice), unless they have completed an external, independent evaluation of the relevant subjects in 2019. Documents in this case shall be submitted in paper form.

Orphaned child or child deprived of parental care

Such entrants may enter higher education institutions following the entrance examinations of 2019 and / or external independent assessment of 2018-2019 in English, French, German, Spanish and 2017 – 2019 in other subjects (in any combination of their choice) ). Participant in hostilities

Released from military service

The benefit (eligibility for interview) depends on the category of person to whom you are assigned.

I live in the temporarily occupied Crimea, Sevastopol or in the uncontrolled territory of Donbass, left after January 01, 2018.
  • Entrants residing in or temporarily occupying the Territory after January 1, 2019, may enter an authorized HEA (MES order No. 555 of May 24, 2016) based on entrance examinations (taking into account the peculiarities of passing the state final certification in “educational attestation” Crimea-Ukraine ”or without such consideration for persons who have received a document on complete secondary education) and / or external independent assessment (in any combination of their choice);

  • Entrants whose place of residence is the territory of the ATO, the territory of settlements on the collision line, or who moved from it after January 1, 2019, may enter ZVO in the territory of Luhansk and Donetsk regions and displaced higher education institutions (MES order of June 21, 2016 No. 697) based on entrance examinations and / or external independent evaluation (in any combination of their choice).

Completed general secondary education abroad

Such entrants may enter higher education institutions on the basis of entrance examinations and / or external independent assessment (entrance exam results are counted on subjects from which the entrant did not make an external independent assessment). If such entrants wish to participate in the competition for budgetary positions, they will be able to do so only in case of entry based on the results of external independent evaluation.

Odds and extra points

Rural coefficient (СК) is the coefficient by which the competition score of those applicants who are registered in the villages and in the year of admission have received a complete general secondary education at the educational establishment located in the village is finally multiplied. The UK is equal to 1.02 (1.05 – for the specialties (subject specialties, specializations) provided for in the List of specialties to which special support is provided). The list of secondary education institutions whose graduates will be eligible to use the СК has already been integrated into the ЄДЕБО system. The right to use it is confirmed by the certificate of registration of the place of residence of the person (Annex 13 to the Rules of registration of the place of residence, approved by the resolution of the Cabinet of Ministers of Ukraine dated March 02, 2016 No. 207). Such a certificate must be downloaded by the entrant or submitted with the paper application.

The regional coefficient (RC) is the coefficient by which the competitive score is finally multiplied if the entrant chooses an HEI not in Kyiv. LCD equals:

  • 1.04 – if the institution of higher education or its separate structural subdivision is located in the territory of Donetsk, Zhytomyr, Kirovograd, Luhansk, Mykolaiv, Rivne, Sumy, Kherson, Khmelnytsky, Chernihiv, Cherkasy regions, and if it is one of the displaced HEI;

  • 1,00 – if the institution is in Kyiv;

  • 1,02 – in other cases.

During the 2019 introductory campaign, entrants to medical and pedagogical institutions of higher education who enter into an agreement on working out in urban or urban settlements will be eligible for priority enrollment in the budget form of study. (CMU Resolution of May 30, 2018 # 417: https://zakon.rada.gov.ua/laws/show/417-2018-%D0%BF).
To take advantage of the priority of entry, it is necessary to first pass a competition, announced by the Regional State Administration. Information about competitions can be found on the websites of the Regional State Administration or by contacting the structural units of the regional state administrations responsible for education and medicine.
The winners of the competitions enter into an exploration agreement. After that, they apply for the university in paper form, put in the appropriate mark and submit the agreement to the Admissions Committee of the university.

The industry coefficient (IC) is the coefficient by which the competition score of those entrants who will choose specialties with special state support will finally be multiplied. IC is equal to:

  • 1.02 for applications with priority 1 and 2 in the specialty (subject specialties, specializations), which are provided in the List of specialties to which special support is provided;

  • 1.00 in other cases.

Applies automatically and does not require any input from the entrant to charge it.

If you are a member of Ukrainian national teams that participated in:

  • International Olympiads (in accordance with the orders of the Ministry of Education and Science of Ukraine);

  • The Olympic, Paralympic and Defly-Olympics (on the submission of the Ministry of Youth of Ukraine),

then you are credited with 200 points from the two entry tests to choose from.
Importantly! Information about you must be entered in the  ЄДЕБО database, which should “identify” your membership of the specified category when entering the entrant’s data in a personal e-mail. If such information is not available to you in the entry office, please contact: vstup2019@mon.gov.ua with attached documents confirming your right to use additional points.
Pay attention! After submitting the FIRST electronic application, it will not be possible to confirm / deny your membership in the above category of winners.

If you are:

  • prize winner (awarded with diplomas of I-III degrees) of the IV stage of All-Ukrainian Student Olympiad in 2019 in basic subjects;

  • winner of the III stage of the All-Ukrainian competition-protection of research works of students – members of the Small Academy of Sciences of Ukraine in 2019,

then 10 points are added to your competition score. (except entry to the specialty of Knowledge 29 “International Relations”). The relevant committees receive the relevant information from ЄДЕБО.

If you are a participant of the All-Ukrainian Higher Education Olympiad for the guidance of entrants on the basis of complete general secondary education in the specialties defined by the List of specialties that are provided with special support, then you may earn additional points for the assessment of EIT from one relevant subject when calculating the competitive score. ranging from 1 to 20 points.

If you are:

  • winner of European and World Championships (in particular, among students);

  • winner of the World Gymnasium;

  • winner of Ukrainian Championships (in Olympic sports);

  • an athlete who has won the World, European, and Olympic champions in 2017-2019,

then you can earn an additional 10 points in the competition for the specialty 014 “Secondary Education (Physical Education)” and 017 “Physical Education and Sports”. To do this, the application for entry must be submitted in paper form, adding to it a document confirming the status of the winner or winner of these competitions.

Priority of applications

Required – to apply for state and regional procurement of open and closed competitive bids based on complete secondary education.

No, the priority given by the entrant cannot be changed. You can only cancel a priority application. In that case, you will be able to apply again with the same priority if it has not yet been accepted by the selection board. If the application is accepted by the selection board, it is impossible to submit a new one instead of the canceled application.

In this case, the next priority application will be processed by the application-level system with the first priority of other entrants.

Budgeting and contracting

In the ranking list after its publication by the Admissions Committee or on the information system website: https://vstup.edbo.gov.ua/.

The lists are published on the information boards of the selection boards, the website of the institution of higher education, and the information is sent to the entrant’s e-mail and is available on the website: https://vstup.edbo.gov.ua/.
In 2019, the lists recommended for budgeting are made public: for those interviewed and under quota 2 – no later than July 20; for others, not later than July 26.

2019 will be until August 9. Eligible applicants are those listed in clauses 12-14 of Section VIII of the 2019 Admission Conditions, namely:

І.regardless of the competition score:

1) “Children of the dead”, namely: children whose parents died (missing) in the area of ​​anti-terrorist operation, implementation of measures for national security and defense, repelling and deterring armed aggression of the Russian Federation in Donetsk and Luhansk regions, fighting or armed conflict or died as a result of injury, injury or injury sustained in the area of ​​counter-terrorism operations, national security and defense measures, repulsion and deterrence of armed aggression osiyskoyi Federation in Donetsk and Luhansk regions fighting or armed conflict, as well as due to illness developed during participation in anti-terrorist operations, the implementation of measures to ensure national security and defense, repel and deter armed aggression of the Russian Federation in Donetsk and Lugansk regions

4) persons in whom one of the parents (adoptive parents) was a serviceman who was killed or recognized by the court by an unknown person in the course of his military service. “

ІІ. If the competition score they received is less than the passing score (the minimum score, which allowed to receive a recommendation for admission to the state procurement for this tender offer in the general competition in the manner stipulated by point 6 of Section IX of these Conditions), not more than 15 points (up to 25 points for specialties identified in the Specialty Support List:
5) persons with disabilities of I, II groups and children with disabilities under 18 years of age who are not contraindicated to study in their chosen specialty;
6) Chornobyl disaster accident victims and Chornobyl survivors who have a disability causation with Chornobyl catastrophe, Chornobyl catastrophe patients with radiation sickness – Category 1 and people who have been persecuted ID) eviction from the moment of the accident until the adoption of the decision on eviction, – category 2;
7) children of persons recognized as members of hostilities in accordance with the Law of Ukraine “On the status of war veterans, guarantees of their social protection”;
8) miners with an underground work experience of at least three years, and within three years of receiving a secondary education of a person whose parents are miners and have an underground work experience of at least 15 years or who have died as a result of an accident at work or have become disabled I or II groups;
9) persons who enjoy special conditions of participation in the competitive selection for higher education by state (regional) order and through targeted preferential state credits based on complete general secondary education in accordance with items two-seventh of this section, and have not been enrolled in state ( regional) order (except when the relevant statements state: “I apply for the competition solely for places at the expense of individuals and / or legal entities”).

ІІІ. If the competition score they receive is less than the passing score of not more than 15 points (only for the specialties defined in the List of specialties that are given special support (Annex 2))
10) persons who are internally displaced persons in accordance with the Law of Ukraine “On Ensuring the Rights and Freedoms of Internally Displaced Persons”.
11) children from large families (five or more children).

IV. If their competition score is not less than the special passing competition score set by the admission committee the day after the announcement of the targeted placement of the state order (only for the specialties defined in the List of specialties that are given special support):
12) Persons who have not received a recommendation for admission to the state (regional) places by the order in accordance with paragraph 6 of Section IX of these Reception Conditions.
The transfer to vacant positions of the state (regional) order of the persons mentioned in items 1-10 shall be carried out in the absence of the non-transferred persons of the previous category or in the case of their written refusal of transfer and in the sequence from the highest to the lower place in the rating list within each of these categories .

If, at the time of the application, you indicated the option “I am applying for a competition for a state or regional contract and for a competition for places at the expense of individuals and / or legal entities in case of failure to receive a recommendation for this competitive proposal by state or regional order”, then, according to the competition situation and taking into account your competitive score, you may be offered a contract position.

In 2020, the application for admission to study for a master’s degree begins no later than July 10 and ends no earlier than July 23. Specific terms are set by each higher education institution (HEI).

The exceptions are the specialties of the knowledge industries:

  • “Culture and art” (except art specialties);
  • “Humanities” (except specialty 035 “Philology”);
  • “Theology”;
  • “Social and Behavioral Sciences”;
  • “Journalism”;
  • “Management and Administration”;
  • “Right”;
  • “Information Technology”;
  • “Service sector”;
  • “Public Administration and Administration”;
  • “International relations”.

External testing is required in order to enter the specialty of these industries (for details, see questions 9-25), so that clear deadlines for examinations and submission of documents are set for the entrants.

In particular:

  • registration for testing – from 13 May to 18.00 on 3 June;

  • Single Entrance Test for Foreign Language (EVI) – July 2;

  • sole professional entrance examination in law and general educational legal competences (EEWB) – 4 July;

  • receipt of applications and documents – from July 10 to July 23 (based on EVI, EFVV); June 17-25 (based on entrance exams).

In 2019 applications for admission to the master’s program are submitted only in paper form. The entrant submits the application in person to the HEI Admissions Committee. He also presents the originals:

  • identification document;

  • a military ID card or a certificate of enlistment – for the military (except as required by law);

  • the document of the state sample on the previously obtained educational degree (educational-qualification level), on the basis of which the entry is made, and the supplement thereto;

  • examination certificate of the EFVV / EVI (for certain specialties);

  • documents confirming the right to participate in the entrance examination competition for admission to obtain a master’s degree based on a bachelor’s degree, master’s degree (OCD) in the specialties of the branches of knowledge 02 “Culture and art” (except arts), 03 “Humanities” ( except specialty 035 “Philology”), 04 “Theology”, 05 “Social and behavioral sciences”, 06 “Journalism”, 07 “Management and administration”, 24 “Service sphere”, 28 “Public administration and administration”, 29 “International Relations” (except specialty 293 International Law) (if any).

Yes, it is possible, but for this, in addition to the basic ones, you need to pass additional professional tests. Their enrollment is made in each HEA, where they want to enter a different specialty. Higher education institutions independently determine the content and form of additional tests.

Additional professional tests for those who make up the EIT in the magistracy, are held from 13 to 31 May, ie until the end of registration for testing. But if the entrant decides to go to an unrelated specialty after the test is completed, then the HEI can conduct additional professional tests after that – until July 26.

The form of such test is set by higher education institutions independently.

Yes, an entrant is free to choose a higher education institution to pursue a master’s degree.

The official announcement of the recommendation for enrollment is considered to be the publication of the relevant decision on the stands of the admissions committees of HEI. The decision is also posted on the university’s website. Participants recommended for enrollment can send messages separately to an email or mobile phone.

In this case, a certificate on the planned term of completion of the diploma and the diploma of 2019 is submitted. However, at the time of enrollment the entrant will need to submit the original diploma.

EIT in the magistracy

Those who wish to enter the Master’s program in the fields of knowledge in 2019 02 “Culture and art” (except arts), 03 “Humanities” (except specialty 035 “Philology”), 04 “Theology”, 05 “Social and behavioral Science, 06 “Journalism”, 07 “Management and Administration”, 08 “Law”, 24 “Service sphere”, 28 “Public Administration and Administration”, 29 “International Relations”.

All such entrants are required to take a single entrance exam in a foreign language (EVI) – English, French, German or Spanish. Entrants for the specialties 081 “Law” and 293 “International Law” are also required to take a single professional entrance test in Law and General Educational Jurisdiction (EFVV).

Registration of participants will be carried out by the admissions committees of universities from May 13 to 18.00 on June 3.

To register an entrant, you must apply to the admissions committee of one of their chosen for admission to universities. Confirmation of registration is the examination certificate issued by the commission. Thereafter, a registration of the participant will be created for each registered entrant on the website, which will be accessed by the exam number and PIN code specified therein.

The main EVI session on foreign language will take place on July 2, and the EFVV on Law and TZNPK will take place on July 4. Testing points will be created on the basis of higher education institutions. During registration, the entrant must select the city in which he / she will be tested.

To enter the test item, a participant must submit:

  • exam sheet;
  • identification document (series (if any) and the number of which is indicated in the examination certificate);
  • a pass permit.

It is forbidden to use and carry at the testing point during the time allowed for the entrance tests, communication facilities, devices for reading, processing, storing and / or reproduction of information, as well as certain elements that may be part of the corresponding technical means or devices. , printed or manuscript materials, other means, objects, devices (except for authorized medical devices, the presence of which the entrant must notify the employees of the testing point before the beginning of the introduction s test).

You will receive one exam letter – at the university where you will be registered for passing EIT.

The results of the main session of the EBUF and EVI will be posted on the information pages of the participants of the Cabinet of the EFVV / EVI Participant not later than 14 calendar days from the date of their holding.

Recommendations for budgeting will be submitted by August 5th, which will be until August 11th.

In case of doubt as to the correctness of the determination of results, the entrant is entitled within 3 calendar days from the date of official announcement of the results (including the day of announcement) to file an appeal on the results of the entrance tests to the UCEAO. If an appeal is filed by mail, the filing date is determined by the stamp of the postmark on the mail envelope. If the appeal application for the results of the entrance tests is sent in a scanned form by e-mail, the date of its submission shall be the date of dispatch of the incoming letter recorded in the UCEAO e-mail box.

Appeals applications are reviewed by the Appeals Board within 3 business days of receiving them.

Information on the date, time and venue of the Appeals Board meeting will be posted on the UCEAO website.

Following the review of the appeal, the appeal commission may make one of these decisions:

  • deny the appeal (the result previously determined is confirmed);
  • grant appeal (pre-set result will be modified).
  • If the statement of results is satisfied, one of the following decisions is made:
  • the renewal of the outcome of the external evaluation;
  • to increase or decrease the number of points received by the participant of the entrance test.

Participation in the competitive selection based on the results of entrance examinations may take:

  • persons who cannot participate in the single professional entrance examination and the single professional entrance examination due to the presence of the diseases listed in the List of diseases and pathological conditions, which may be an obstacle to the external independent evaluation, approved by the order of the Ministry of Education and Science of Ukraine Health Care of Ukraine dated August 29, 2016 No. 1027/900, registered with the Ministry of Justice of Ukraine on December 27, 2016 under No. 1707/29837;

  • persons who, in order to complete the single professional entrance examination and the single professional entrance examination, require the creation of special conditions other than those specified in the List of special (special) conditions created for persons with special educational needs at the points of external independent assessment approved by the order of the Ministry of Education of Science of Ukraine, Ministry of Health of Ukraine dated August 29, 2016 No. 1027/900, registered at the Ministry of Justice of Ukraine on December 27, 2016 under No. 1708/29838, under codes 0101 – 0104, 0201 – 0 203, 0206, 0301 – 0306, 0401, 0501, 0601, 0701, 0702;

  • enrollees who have been discharged from military service (including demobilized) after March 31, 2019 (from April 1). Such applicants apply to the selection board of the selected institution of higher education between June 17 and 25 to submit their applications. The persons referred to in paragraphs 1 and 2 must provide supporting documents for the presence of the diseases listed in the List of Diseases and Pathological Conditions, which may be an obstacle to external external evaluation or to the need to create other special conditions than those specified in the List of Special ( special) conditions created for persons with special educational needs in the points of external independent assessment (the list and forms of such documents are specified in the order of the Ministry of Education and Science Ukraine, Ministry of Health of Ukraine dated August 29, 2016 № 1027/900).

In this case, the entrant must apply for registration to the admissions committee of the university in which he or she wants to enter the specialty that includes both the EVI and the EHIC (currently 081 “Law” or 293 “International Law”).

Entrants who do not have a diploma will be able to register on the basis of a certificate of the planned term of completion of study and obtaining the diploma in 2019.

Yes, according to the decision of the admission committee of the institution of higher education.

If you wish to enter the master’s program in those specialties that provide the passage of EVI (except the specialties “Law” and “International Law”), for a contract based on a master’s degree (specialist), you can take a foreign language examination in a higher education institution (for provided that this type of entrance test is provided for in the Admission Regulations of your chosen university).

As for the specialties “Law” and “International Law”, in order to enter them in any case, the results of EVI and EFVV are required.

2019 You can only use the EVI results in 2019 and the EFVV results in 2018 or 2019.

The procedure for organizing and conducting entrance tests it is possible to hold an additional session of the single entrance examination (the third session). Such a session is conducted at the expense of individuals and / or legal entities. Participants in the additional EVI session can attend:

  1. have registered to participate in EVI but wish to retake this exam;

  2. have not registered for the EVI main session.

The timing of the third session and registration of participants to participate in it will be set by the Ministry of Education and Science of Ukraine. This session is currently scheduled for fall 2019.

There is no additional EFVV session.
